What you need to do is "cage" the plants-- and get a privacy fence between you and the neighbor--
legally-(at least in Michigan and Colorado) the plants need to be in "a secure locked area that can not be seen from other homes, businesses, facilities or access roads".
Use traeted 2x4's and chicken wire to build a 'cage" around the grow with a padlocked gate-- only has to be 5ft to be considered "secure"... and by putting up a privacy fence- you eliminate the neighbor issue- if he can see it he can and will report it as a "public nuisance" and the Cops WILL come take your plants and possibly charge you.
IMO- get to know your neighbor better- invite him over for a beer or pizza etc.. if you are 'friendly' with him as opposed as seeming to be what he may perceive as a "threat" he's less likely to narc on you.
But in case he does-- get those security gates up!
