That rule of thumb is different everytime I read it.
I read that 600w is enough for 15 sq ft (105cm x 105cm).
Much of the information I am receiving is contradictory.
I thought that 1.2mm x 1.2m may be a touch large for a 600w (specially an old 600w).
Isn't it better to have a little too much light than a little less than perfect?
4" fan won't cut running a 600w AT ALL!!!
5" fan will run it in an air cooled reflector during winter BUT NOT SUMMER
6" Fan will run it all year long without the need to air cool.
A 600w is at best good enough for a 1.2x1.2 forot print with 3ft of penetration.
If your lamps are new but ballast is 2nd hand then its basically NEW!
The idea of more space helps to dissipate heat better and give you better environmental control.

This was a 600w air cooled with its own dedicated fan for just the lighting. I had a cold air intake as you will see for the lights alone.
Then I had a second fan to exchange the air and clean it via a filter.
Temps were still a little tough during summer.
If I were you I would make sure I had the following.
Tent
600w bulb ballast and standard reflector.
6" RVK150E2-A1. 480m3/h fan
A 6" filter rated above 480m3/h
Oscillating fan.
Then you can run a test cycle to see what your high and low temps were like for a 24hour period.
Then if you find they are too hot the only thing you need is an air cooled reflector.
