you should build something to reflect the light down, right now the light can go up and down maybe windshield reflective material or somthing that would greatly help utilize the lighting your using and keep it from running away.

can you get your lights about 6 inches from the tops? you should also get the lights flat with a reflector. cfls are great lights but you cannot cut corners with them you MUST utilize the light they put out and not waste any. get your lights very close and flat and your plants will thank you!

i would flush, and like jpeg said add a silica supplement dyna gro makes a great one called protekt, as well as all their products. its very alkaline and should be added before any others.
