well, technically, sure. its certainly far from ideal and i use at least 2 26w per seedling but it will keep the plant alive and if you can keep the light within an inch or so growth should be slow, but steady. one question though. what do you intend to use for a fan? its pretty essential for...

i think 13w are not worth the heat they put out in comparison to the light and would use nothing smaller than 23w-26w. However out of the 2, the 13w would be better.

no. only a tiny amount of the energy used is put out as light and the rest is put out as heat with halogen. the combination of the 2 makes it impossible almost to get enough light close enough without torching the plants from the heat.

what kind of 60w bulb? if cfl are you listing the incandesent equivelent watt or actual watt?
