it doesn't matter as long as the conditions are right... but you can leave it on the windowsill, let it grow close to an inch than put it under the lights

you can use those twisty ties (is that what they are called).. those things that ties the bag of bread or garbage bags... you can tape one end to the pot or whatever and use the other end as a hook... its easier than string and its less scary when it comes to handling the plant... i don't know...

germinating is just to make sure your seeds aren't duds... but if you plant them in soil, and the soil isn't a cold temp... it shouldn't be a problem...and yeah... don't soak it, spray the soil as if you had a sprout in its first week...

did you FIM and LST...and if you did, by what node did you start

they have 30w, 42w and higher than that, but usually you have to order those... i think they have them in the 80's and i think one thats 105w....
