Yes, you can use the 400 on the seedlings, but you must be VERY careful with it or they will burn easy. Keep the light very high up. Can't help you with nutes, I use soil.

Stay away from lights that are rated around 3-4000 k. That is the spectrum of light LEAST needed by any plant.
