According to the annual report the department of health services has about $5.8 million in the general mmj fund with expenditures only reaching about $1.3 million I think.

Why do they have to wait? They could make that caregiver facility their dispensing agents and their grow facility. Then they could account for all medicine and it was all legal but just recently became legal for the dispensary to utilize.

If they have a grow that size then why aren't they open? Surely a facility that size could supply the sole retailer in the state...

Further more dispensaries are not allowed by law to pay caregivers or patients for their product. How well would the California model work then. We don't need dispensaries and just because they are opening does not mean they will have quality medicine, as a matter of fact most of the "medicine"...
