The sun dissipates the chlorine, or the UV rays to be specific, and it only takes about an hour in direct sunlight, it doesn't evaporate. Not sure about flouride but I'd be very surprised if it evaporates as it is a mineral.

That's pretty much how I remember it, but it will take a good 4 weeks for them to mature. I couldn't see if the seeds were growing as I only lightly pollenated so the buds kept getting bigger and fatter.

I used to leave the water outside to let the chlorine dissipate but I read the oxygen also goes, I guess the H2O2 would fix that but doesn't it kill the benificial organisms as well?

That's exactly how I so it and I put them on top of the hot water tank for warmth. The seeds sit on top of the moist cotton wool so they can draw moisture as needed.
