You sure there are no bugs I just had what I think is aphids and my plants looked very similar. Check your leaves with a 30-60x microscope to be sure. You also might have some sort of fungus or bad bacteria in your soil.

Serenade or PM Wash are good choices but it will come back. eagle 20 will get rid of it but I don't recommend it in flower because it is a chemical that stays in the plant for like a month. When You finish you need to clean your room to get rid of any lingering spores so it doesnt happen again.
