I dont breed my own seeds, so I'm no expert, but those seeds look like they are pollinated. If they weren't pollinated, some of the eggs/seeds would look more like a realy small seasame seed or something. Check your plants for a hermie. Look for the balls/banannas. That should answer your...

Its root locked. Might not grow unless you prune the roots. I suggest taking it back out, cut half the roots off, ruff the rootball up a bit, then replant in bigger pot.

Yes, a reflector can improve lumens by as much as 40%. I use cfls and use a reflector made from mylar. This isnt the best pic but will give you an idea.
