seems to me a setup like that would not be capable to even grow a plant thro flowering, but im not sure the smallest pots ive used for hydro are 6in pots the plants reached about 4 1/2 feet tall around 3 feet wide

I think your light may be to close i use to use the same 6500k cfls and my plants had the same yellowing around the leaves as yours seem to have, id pull your lights back a bit if i were you
