seems like you have a kind of SCROG deal going with the screen not a bad thought, cfl's can do a good SCROG i see the leaf damage, that's not light burn maybe from a pre-fertilized soil, i.e nute burn, maybe not bad at all for the small setup

unless your bulb was right on the leaves, it's hard to see how it was burned sounds like a good start, pop in some more cfl's and you can flower with some yield

cfl's aren't very hot, not individually anyways they will crank plenty of heat, but that's spread over the light setup the idea with cfl's is to get them in tight, that produces good buds but cfl's will burn a plant if they touch, which can mean a lot of adjusting which many don't like to do
