You need a new room for a taller plant, you'll prob. get a 4 footer, three if you flower early. I'm pretty sure if you flower too soon, you might get hermies, cause of the stress.

They are the nVision, and be careful not to overheat the small self-ballasts, I burned two out in a aluminum dome reflector. It took me two bulbs to figure out that they were burning out. I'm not sure if it's nVision or what. Maybe their cheap, not sure

What's your setup like? I'm guessing soil, right? and if they are in soil already, the nutes in the soil shoud be ok for the first 2-3 weeks, and add fert. as soon as you start to see a little yellowing, your plants will let you know. Got any baby pics?
