yeah thats a totally solid plan, the 600's will run a bit cooler allowing you to put the lights closer to the plants increasing the amount of light that actually reaches the plants, i would skip the 400 unless it is in a seperate veg room or something and go with 3 600's that would make a killer...

unless your using a sealed room an intake fan is not nessasary, so if your using a drip system in soil i really think its un nessasary and hydro is another story all together and those work good, but yeah if this is your first grow i would suggest using soil...some good stuff like ocean forest...
