I don't have the room or time to declorinate water anymore, which leads me to believe my plants are not taking up nutrients? Can organic nutes feed the roots and not the soil?

I was going to use seaweed from grow more because it was on sale and rite aid but the bottle looked ghetto af so I didnt buy it. I think I might need to switch back to chem nutes. I have to use tap water so im assuming my mykros are dead and my plant isnt being fed. I need some input guys...

ANNNDDD the PM is back... I dont get it, Its been 30-45 humidity and 100+ degrees. How the fuck is there PM growing? I am pretty sure my harvest is going to be fuckd if I dont get this under control. Does anyone have any idea why im having such bad luck with this? Is there anything I can give...
