Yeah lumatek isnt bad I also like the Quantum ballasts and the new nextgen both are Digies. You can also add the HPS when you get it to your vegging stage too.

I would recommend you get some better soil but, the water situation is alot worse the plants cant drown or they die so that is probably why they are stunted now and not a good start at all. The seed should planted no more then 3/4 of an inch and you dont ever want to pack the soil down on them...
