Sucks about the hermie, I just did some slh, though it was not a very successful run, too many issues with a somewhat half ass system.No hermies though. The strain has great potential, very nice lemon scent, very sticky. I also like to stick with the mostly indica strains though.

My opinion on cutting off fan leaves: Its like disconnecting a solar panel from a power system, every one you disconnect takes away power from the grid. There for making it weaker, and causing it to work harder to produce what energy it needs to sustain what its connected to.

To be honest you should have transplanted from that cup after the first week. Im sure she is very root bound. I recommend at least a 2.5 to 3 gallon potter when growing autos. It looks good and healthy, just small.

How long did you veg for? Thats probably the issue, you should really veg for 4-6 weeks and then switch over. I had the same issue that you are having when I vegged for 3 weeks. They took 14-21 days depending on strain to show. They just are not mature enough at 3 weeks to go into flower...
