that's enough light for the top of the canopy but the amount of light that actually reaches the lower parts of the plant is not strong enough to grow good bud. one reason people top, fim or lst their plants is to bring the lower branches up to the same height as the top branches.
too little of the wrong kind of light held too far away from the plants.
you really need to find the money for cfl's - try http://www.commercial-lamps.co.uk/acatalog/Low_energy_bulbs_.html for some 25 watt lights for 7 pounds.
you want to keep your lights as close to the plant as you can...
you can start flowering by going to 12/12 at anytime you want. the longer you veg the larger the plant and the bigger the yield. your plant looks ready to flower now.
first, relax a bit, your plant is not that bad off. it does look like a little nute burn and is probably due to you using both bloom and grow nutes. you shouldn't be using the bloom nute until your lights are 12/12. if you want to be conservative you can flush your soil with plain water.
you need more lighting, especially for flowering. you need 6,000 - 10,000 lumens per square foot with 6 total square feet =>35,000 lumens. your lights provide 4x27 x 60 lumens/watt = 6,000 lumens. you need 24 of the light bulbs.
you're hijacking someone else's thread but since its your first post - you have enough space but not enough light.
you want at least 6,000 lumens per square ft which equals 1,800 total watts of fluorescent and you only have 400 total watts.
you look like you're about 4 or 5 weeks into 12/12? its normal for the plants to exhaust their nitrogen, making the fan leaves yellow. some growers add a nitrogen supplement, something like 5-0-0, but i'm not sure it does anything for the final product.
the amperage on the adapter is the maximum current it can produce. the fan will only draw the amps it needs from the adapter.
the fan on the exhaust is the most important and should be the larger of the two.
