I dont use plain water. I feed "low ppm" nute mix every watering. The only time i used just water was when i started and used to over feed.

If it falls apart its mold. If your bud feels powdery and not sticky icky, its mold. Whats up with all the white hairs? Was that bud part of a larger bud that got moldy and you picked off the rest?

You asked if its bud rot or ceterpillar damage... caterpillar damage that is dry and crispy now can turn to bud rot if you dont remove it all; especially with 80%rh. You asked which it is... my answer is likely both. One caused from the other.
