Go to ebay and look up HTG its a company with good prices if you dont have a growshop nearby. I use a 600w HPS and my electric bill only went up around 20 dollars. Just say you were using a space heater or the toaster or the hairdryer, or the laundry dryer more often.

The cloudiness is prolly from a form of algae. Are you letting ANY light into the system, if so, you might be the lucky grower of some algae. Algae will compete with your plants for nutes, and it will also slime up your roots prohibiting uptake of oxygen from the bubbling system.
