First plant also been on veg for 2 weeks under a 600w hps is the plant not suitable for this or what am I doing wrong because the plant is so small?

When can I start mainlining the first plant is it okay to cut the top now or do I wait a 2weeks more? Bigger plant has been vegging for 2weeks and the smaller one for about 1week and 3days.
