Your fan seems restricted so close to the side of the tent, you may want some thing more directional or oscillating. Also figure a way to move your ducting up to the top, it's restricting air flow how it is, the ducting at top will help cooling as well.
And do you have any fresh air coming in...
You'll likely want to either vent to another room or take your fresh air from another room. You can also set up a normal fan to blow the air in/out of the room.
Basically how mine is set up at the moment is the exhaust is pointed at the door to my room (a couple feet away) it vents at the top...
Raising it off a surface so air flows around it will help cool it as well. If allowed to warm up it can heat up a small area quite significantly.

It looks like mineral build up from evaporated water. I take it you use hard water? It shouldn't be a problem unless it's really hard or you plan to veg for several months or have very long flowering plants.
