Yeah I'm surprised you've had that many problems with germinating. I just simply put my seeds in a paper tower, run them under water, and place them into a ziplock for 3 days and usually all the seeds have cracked. E-mail the company and see if they can do anything, but I doubt it was the seeds.

I've only grown indoors, but I can give you my personal opinion on my experiences. Now that I've grown indoors I will probably always grow indoors. If you grow indoors then you can control your environment so it fits your plants needs to a T. Not to mention you don't have to worry about bugs...
