Absolutely correct. Portable AC units are only intended for temporary usage, usually just to deal with some urgent issue like a broken HVAC unit, water damage, etc. They are terribly inefficient.

1212ham is correct. A real lux meter has a light diffuser in order to properly average out the light entering from all directions. Your phone can't do this. Oh, and for the record - I did actually download a couple (Galactica was one of them) to test and they were pretty much useless...
