I agree with zach, raise the lights pronto! 10-13 inches is way too close for 1000 watts . gets some good fans and intake/exhaust ....You have a fire hazzard on your hands man especially with your dried plant , keep an eye and your nose open.

It usually starts to show flowering 2 weeks in........its easier to start counting indoor at the first day of 12/12 usually when I do up my outdoors I start counting when I see first the flowers.

This has been discussed a lot..... Well take into consideration that your girls are gonna double/triple their size the first 2 or 3 weeks into flower and some sativas will stretch even more and you dont want to grow up to the bulb....also 400 watters wont penatrate through the canopy that much...
