Watering issue , you're getting a lock out. That's just my diagnosis I am no pro so wait till someone else gives you a second opinion.

UV light are for tricome production so take that out until you've got buds....it'll get relaxing once you're dialed in.

Get a better shot of the leaves themselves, and what are you growing in?
