That said my tap water here in aus may not need ph adjusting I have never bothered with it and have never had problems.

Mid 20's is prime temp I don't know where you are but last nights temp where i am was 2 degrees Celsius. Also hours of light this time of year are too little for vegetative growth. Unless you are in top end Australia yes it is too cold this time if year. Anyway live and learn good luck with it
