FWIW, even making the switch at 12" tall, I don't expect my Master Kush to reach more than 18" or so. It hasn't grown much vertically recently. Even the description from Nirvana says: "They show very little stretch, ending up at about 16 inches." I'm gonna say this might just be accurate info

1) Much of it is strain dependent. 2) Damn near everyone will tell you they will stretch 2-3x during flower period. If I were you I would make the switch when they reach 12" tall. In fact, that's exactly what I did if you check out my journal! :peace:

Lowering the light should fix your stretching issue and yeah, plant the stem deeper when you transplant so only a couple inches of the plant is sticking out.
