look like nute burn to me, you don't need to cut the leave off just fix the problem and it will fall off when it wants to.

i have a bag of the walmart mg perlite right here it says nitrogen .04%, phosphate .01% , potash .06%,,thats the mg ..i use it just as it is because its so little amount but you can rinse it first if you want to

ok..for your light the Mini Sun 400 HPS (50,000 lumens) is only a few $ more and is a lot better light(EDIT SEE MY NEXT POST I FOUND A BETTER DEAL). the miracle grow perlite from walmart is fine it has a very small amount of nutes in it .(its only .1% total) so it has no effect thats what i use...

if this is your first grow and you want to keep it cheep and easy do hempy buckets get a plastic mop bucket($2) and a bag of perlite($4) from walmart .put a small hole 2 inches from the bottom of the bucket fill it with perlite and put your plant in it .its easier and better then soil grow trust...

i would do hydro or hempy buckets with a 600w mh and 2 1000w hps an 8 x 10 room is good to bud in with both 1000 wattters and a 6x8 or 8x8 to veg with the 600w. .big bud or anything mixed with big bud gets you a lot of weight per plant.but i'd like to smoke white rhino mixed with bigbud .

i can give these plants water when ever i feel like it there pretty hard to mess up just don't over nute keep the ppm low like 200-400 seems good.
