What is your ventilation like? Is the exhaust fan you have the right cfm for the filter? I had a 2x2 cabinet I was growing in for a little while with a 350 cfm hyperfan dialed down to maybe 35%, on 24/7 under a 135w HLG led light and was able to keep the temps down pretty easily

Goals: 35ish watts per sq ft with good LEDs means you need about 300w for your 3x3 for flowering. I'm a big fan of HLG lights but they are higher than your budget (hlg 300) Cmh = ceramic metal halide or LEC lights (they are good lights too)

What is your growing space size? Makes a difference. If your going for LEDs, you cant find the best with 180$ unfortunately.
