It's probably not flowering properly because of the phosphorus deficiency. Most flowering nutes are high in P versus veg nutes which are high in N.

No, top dress it. Before you ask, top dressing is when you just sprinkle it on top of the soil, then as you water it, it will get absorbed slowly. Top dress two tablespoons of lime for every gallon of soil. You should only have to do it once. If your talking about Canna pk13/14 when I grew dwc...
