The leaves have actually died? Not been trimmed? From the photos it looks like the grower has aggressively trimmed all fan leaves like you would just prior to harvest!

At worst you have lost a little flavor. Though 2 weeks hanging in a slow-dry environment is fine, and will improve flavor. SO... depending on how dry your drying area is they could be perfect or a little over dry. Either way its not a big issue! Just seal them in some glass jars and see...

This is exactly how I started. Start by germinating your seeds. Get a saucer and put a few paper towels on it then wet it with warm water, not hot and not swimming in water, just warm and damp. Spread the out seeds then place a few more damp towels on the top and seal it in a tuppaware box...

it looks like balls but it is not 100% clear yet, I would leave it for a few days-week to make sure you're not killing a lady!
