You should place the shorter plants on some kind of 'stand' upside down plant pots, boxes... anything, to make the canopy top equal. The different in height means the light reaches plants at lower intensity. They look healthy, to me.

That all depends on how big and how fast you want them. Were they started from seed? If so they need to be old enough to exhibit pre-flowers. You can start cuttings off on flower as early as you want.
