yeah, unless you get a taller cabinet, it ain't gonna work. You don't understand how much heat a 400W generates. I have a 250W in a 3x3x6 grow hut, fully ventilated with glass and it still get's hot in there sometimes.

It's not necessarily the heat, but it's the distance to the light. An HID fixture will come down a foot from the top, plus whatever hight your pots are, about another 12 inches. You're only looking at a foot from the rim of the pot to the bottom of the light. even with a glass plate, you're...

yeah, you want to use cfl's with that. It's way too small for HID.

If you're hell bent on making them work, you need to get them out of those cups and into a minimum 8" pot with premium potting soil. You'll also need nutrients for later. You also wanna get rid of that aquarium light. That just touches on what you've told us. There could be other problems...
