with that high of nitrogen you might get a delayed bud development. nitrogen likes to help the plant focus more on root growth, leaf growth, vegetative growth. i would recommend getting potassium into the mix (K), because it will help your plant fend off diseases and other bad stuff.

my cfl/hps bagseed grow is doing the same thing Saffron...like the first weeks of flowering they developed dense buds but at about week 6 they shot out new shoots out of the top of the lower buds and all over the main cola...but production hasnt stopped but i think it might be using too much...
