Bti, it's an organic larvicide you water in and yellow sticky traps for adults. You will have to water it in every four or five days to break the cycle. It comes in a bunch of different products at varying strengths but I like Gnatrol WDG and you can buy it in varying sizes online.

A lot of folks will offer the opinion that one doesn't have to pH water in a soil system but in my experience it does make a difference. I moved recently and our muni water rums from 9.2 to 10.5 and it was a problem. I would suggest you get it into the mid 6 range before using.
