I did the exact opposite when I used bottled nutes. I'd mix it shake it and water immediately. The added oxygen from all the shaking seemed to make sense to me back then. Now I use Dr Earth Dry ammendments and don't have to worry about being a mad scientist anymore.

The percent is based off of what % of all the nutes are in the bottle. Once water is added the ppm would be pretty low. But yes if your using tap there would be no need for the added chlorine. I think this would be more for a RO watering.

Chlorine is a micro nutrient the plants need.
