Fox Farm Happy Frog mediums are dial to around 6.3 right from the bag. Shoot for 6.5 to allow for any drift. if you have a ph pen , you can check your tap water and if it is close to 7.0 it will work as the medium has oyster shell to buffer the ph. I run water only soil grows ( dry ammended )...

Simple FLOURO light like CFL or T5 is adequate for single seedling starts.

What medium are you using ? it seems the medium is quite hot by the dark color of emerging leaves. Emerging seedlings do not need much water and you can mist them also to supplement . Slight droop after water is normal .

Sativas often express it.

Foxtailing is also a trait of some strains ... although common reasons are heat as calyx “ stacks “ vertically to cool.
