    I actually agree with the indirect light. I had clones that wouldnt root till I sat em on the kitchen counter well away from any light source. I still got 1 in the hum dome in the veg area that still hasn't popped roots after a month. Yet its standing nicely.

    That's the same as a 4 bulb T5. Unnecessary wattage pull. A plain jane 2 bulb T5 would give you room to work under if your rooting several clones, if just a couple the CFL suggestion padawanwarrior mentioned would suffice.

    That looks like overwater. Add drain holes to bottoms of cups. For future reference, use peat cups like the ones jiffy makes. The extra water will leach thru the sides like a fiber pot and help it dry effectively. As stated earlier check runoff ph and shoot for a 6. If that's good give a LIGHT...
