Assume you mean ms/cm which is the same as EC, if your meter is correct you have excellent tap water, mine is 0.4 EC and it works fine.

I cant see any roots coming out the net pot? What is that line doing going straight into the net pot? Assume its feeding solution through it, if so I would remove it and start top feeding until roots start coming out the pot, until roots are in the res they wont start taking off.

No the damaged leaves wont recover, you want to be looking at the new growth coming through to make sure there recovering but just be aware some of the new stuff will probably be affected also so it might take the 2nd set of new growth to see the improvements.

I think you may have salt build up in the medium, I grow DWC so far from a coco expert but I think you should be feeding daily with runoff, i would personally be checking the input of the PH and PPMS and then check the output numbers for a couple days just to make sure everything is in range...
