4000k is really for veg. Not gonna bulk up well during flower. Can change your situation here by just switching to a 3000k for flower. Change the bulb, couple extra wks of veg and some training will make a huge difference.

Absolutely, use during flower. Cal and mg are key flower nutes. Best to get it built up in veg and add until wk 6 or so of flower. Around 3 to 5 ml every other wk in veg and 3 ml every wk during flower. Careful in flower. Look for options that do not contain nitrogen. Most do!

The lightening in the leaf margins is magnesium deficiency. Those rusty/brown spots are, likely, calcium deficiency. Both could be from low ph. Could be you are using ro water or distilled which needs cal/mag supplementation. Might just need extra mag and cal.
