Actually its is the other way around. The LONGER the wavelength, the LESS energy the photons contain. The two photosystems (I & II) need photons with AT LEAST 680/700nm. Photons with short wavelength can get processed at both photosystems.

Short info for the arduino folks: The LED driver IC inside these drivers has a PWM dimming pin. Connect this pin with an digital output pin, connect driver GND with MCU GND, et voila: Now you have a dimmable driver.

Long story short: It is all about about the amount of photosynthetic usable photons. And in special regards of phosphor-converted LEDs: Photons with a wavelenght longer than 680nm = wasted energy.

Just look inside the datasheet of the power supply you are interested in. Good constant voltage power supply are as effective as constant current drivers but the fact that you still need a LDD behind it makes it less effective....
