    I let my outdoor plants get bone dry in mid-summer before. The tender new growth never recovered fully and grew all mangled looking. It was about 7-10 days before new healthy growth started popping out.

    Definitely leafhoppers, they get my plants every year. Nothing a strong plant won't grow through.

    I would trust it when the new growth develops normally. If it's twisted and mangled looking let the plant recover longer.

    EC is EC, doesn't matter how you get there. RO+calmag+fert at 500 is the same as well water+fert at 500. As long as your final solution is in the ballpark of 100N-30P-120K-80Ca-40Mg plants will be happy.

    I think it's the type of media and amount. Bark mix will be heavy and hold lots of water. You also have a lot of it for a small plant.     It depends on conditions, but I have found its almost always a good idea to hollow out the middle for the airflow. I have lost most of the yield on 8 footers because mildew started in the middle and took over the plant. That was outdoor in New England with our lovely humid fall weather.
