Need alot more info Like what kind of soil? what kind of nutrients? What lights? What's your ph level of your feed? Your temp and humidity levels? How often you water them? But for starters it looks like you have some bugs (possibly aphids)but its hard to tell as your pics a a bit blurry.

If your growing in organic soil you don't want any runoff, a couple drops if anything. If your using living soil the run off is taking some of the food away from your soil. You feed to run off using bottles nutes to wash off any built up salts in your medium I think.
