OP What do you mean by red flod lights? If you don't have much money just buy a cheap 400w HPS with a grolux bulb. Grolux bulbs have a lot of blue so they will do for vegging. The ballast and housing and bulb can be bought for only about 200 dollars. TBH if you cannot afford just 200 dollars...
