The cfm rating on the 6" duct fan is about 250 for whats it's worth. That fan kind of fan is not going to blow through a quality made filter. It might work with a thinly homemade filter but will always work better if you suck through vs blowing through. Advice is to use a better fan

I would set it up just as you have it drawn up. Having your fan suck air through the filter is more effcient the trying to push through it as suggested. It is easier on the fan to create the vacuum than have it force air through the filter and it also makes better use of the filters surface...
