This is a moisture meter:
You stick it in your pot and it tells you how wet your soil is.
Of course their are fancier ones out there and what not, but the one we use is this sort of style, but it doesn't look exactly like this one. They are pretty cheap at your garden store. I tend to check each pot twice -- once as close as I can get to the stalk (be careful that you're not jabbing you're plant! If it doesn't go in, don't force it. Try another spot!), and one further away.
If you're not, make sure you're PHing you're water, too. You can get a cheap drop PH test for your water from your garden store too.
And like was said before, completely dry out before watering again. Aside from the plants not liking to be water-logged, you'll want those roots to stretch-out, grow, and 'reach' for water to form a nice, good root-base.
What type of floros are you using? There are some specific for plants, full spectrum bulbs, I believe (Memaw knows better than I, but I think that's what they are.)
I would also see if you can find a cheap digi cam somewhere, pictures help so much you would not believe. The people here are super helpful, but you can only assume so much without seeing a picture.
