They look good except some of the leafs have burnt tips. If you are misting them stop. Seedlings don't need to be misted. Have you gave them any nutes?

sure don't look like sativas to me.
what kind of light are you using ? 3 week old seedlings should be bigger than that, otherwise they look ok. tip burn is a sign over fertilizing.
100 % asian sativa (Willie Nelson)

I'm with fmrboi on this one. Those look like Indica plants to me for sure. Also, they appear to be way behind schedule. At four weeks, you should see several nodes already and the plants should be ready to show their sex in preflower.

your lights are too far away and more importantly you have no reflectors behind the bulbs, most of your light is just radiating off into space.

Can't believe nobody mentiond it's not recomended to have 2 plants in 1 pot.... That's going to cause you big trouble down the road ..... I would highly recomend transplanting them into seperate pots...

i see to hot or to dry. havent read all through yet but when leaves cup over like that they are trying to make a shadow on the leaf surface to slow the transpiration down. so for whatever reason the plant is loosing water faster than its being taken in. could be to dry of medium or room air si to dry being humidity is to low or its just to hot. all of this slowing the plants regular processes and bad room conditions will slow them down for the growth. i also see this is coco?.,,are you using calcium, and dont let coco dry up like soil
