Ya smallz you need to grow a male let it bloom (pollinate) ans collect and store pollin in freezer. When the time is perfect for the female u take paintbrush with pollin and put it on the buds. The short and sweet version of how to do it

Start over... New soil,seed,plant position, all that... if it's that small you won't have enough to clone... I fucked up my first plant as well, but I didn't let it just hang around... I have way too many seeds to waste my time on one that's behind... JMO... You should get rid of it and move on to bigger and better things...
