Where did you get that idea? It is not written anywhere, that I know of. Congress funds, they don't approve or block military action. They will go along. The Congress is not part of National Security Findings. And since this is yet another Jefferson chapter, in nearing, 300 years of messing with Sunni Jihad, the funding is already done.
Congress can divert all auto, RV and all engine productions, sand track Sno-machines and cause all 4 wheeler output diverted, and take up metals, etc. It is called a Declaration of War.

It is simple in the Law. The Oath of President says Will defend. No equivocation. Shall means in some circumstances of Emergency the Oath may not be taken but the duty is still binding as to what he WILL do.
Before he enters on the Execution of his Office, he shall take the following Oath or Affirmation:— “I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States.”
The War Powers Act says...Shall. It is as simple as that. Shall means MAY....optional. Only 5 Wars have been declared. Jefferson's War, we still are in, was not.
Article I, Section 8, Clause 11 of the United States Constitution, sometimes referred to as the War Powers Clause, vests in the Congress the power to declare war, in the following wording:
[The Congress shall have Power...] To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;
